The necessity of cultural recolonization of former colonies

We would like to discover the core of the postcommunist societies and the Muslim societies in the conditions of inevitable modernization and obvious industrial and even intellectual weakness of societies with the regimes of the collective responsibility and the lack of the personal liability. We can see a sharp imbalance in the levels of civilization development.

In this case I could recall the episode from the film “The Way Back” where one of the soviet refugees on the eve of the crossing through the state border comes back into the USSR because he cannot find his decent place in a society where he might have more freedom. This fact clearly illustrates that lack of personal ability to take responsibility for making a personal decision is a reason to cling to the supporters of the collectivist societies where the authoritarian or totalitarian leaders affectionately promise the brotherhood, happiness and the general bliss in the “Garden of Eden”. These leaders always take care of the emotional appeal for the totalitarian or authoritarian doctrines. We even could admit the honest intentions and desires of leaders of that kind. Nevertheless, eventually we inevitably come to the terrible consequences of this shift towards the regime of collectivist responsibility and so called brotherhood and total love of all to all.

Despite the obvious technological and military backwardness of countries of “Third World” this non-military war is quite difficult task for the Western countries even on the areal of the West. The fact is that the regime of collective responsibility made in the backward countries allows them to avoid the personal responsibility from the state officials and ordinary citizens before the Western countries on the whole, their communities and individuals. This key difference between the two regimes of responsibility facilitates the stance of backward countries and persons but complicates the situations for the Western or European persons.

For instance, in any case the ordinary citizens, even state officials always can refer to the will or goodwill of the resolutions of the supreme state upper circles. The individuals as disfranchised citizens, cannot enter into a contractual relationship. They cannot have the moral and business obligations before their partners.

They act not as trusted, but surrogate persons, they do not value their reputation as free personalities because of absence of an independent source of livelihood.

It is the sharp desire of Putin’s Russia to revive the Soviet Union. It could had been curiously that the Russian inhabitants in former Soviet republics wanted to come back to their historical past, in the imaginary Soviet Union with its idealized image of the total justice, imaginary solidarity, moral tenderness…

The strong moral passion emerged because of the feeling of moral and intellectual despair, the inferiority feeling and, finally, the deep hatred or sharp desire of suicidal. We ought to perceive that the persons with the predominately symbolical perception of the external world cannot adequately comprehend the world and are forced live within the confines of their inner feelings that they treat as understanding of world external. This in time lost ability to possess the strength of their talents dooms them to the necessity to adapt to the new world without the discovered capabilities within themselves.

Our epoch is a time of demanded talent but lost individual ability to identification of this same talent to creatively adapt to today’s reality, especially in the countries of “Golden Billion”. The untalented is an useless person inside the contemporary division of labor and creative activity. We understand that the creative personality must reveal the demanded niche in this stable division of labor and creativity and to settle in this niche of human useful activity.

In order to understand the tragic problem of our contemporary European civilization, we take into account the lack of well-educated and well-trained people. The overwhelming majority of the population even in the Western society lived and lives, survive in the conditions of elementary needs that obviously slows down the intellectual, cultural development.

These factors generate the unfriendly attitude between the talented and untalented persons and peoples. The question “how to bridge this contradiction?” becomes very actual factor. This natural and cultural gap can continuously provoke the unexpected “unprovoked” wars between the states, countries and bloody conflicts inside the given countries. In this context we could and should recall the bitter experience of the former Russian Empire at the eve of 1917, i.e. one hundred years ego. In whole, we are forced to reach the tragic sense of the Revolution in Russia. In this case, simultaneously, we could say about the ordeals of the whole world with Muslim extremism.

Therefore, we have to tie the today’s events with the analogous ordeals, calamities of the “Great Revolution” – world-wide human catastrophe. Then, the West did not appreciate the extent of the dangers for the world. Then, before the revolution, the best representatives of the “intelligentsia” tried to teach the workers, peasants “in search of eternal justice”. The great technological discoveries always disclose the dangerous hidden problems of human nature that were not actualized by harmonious upbringing. The ordeals always slow down the cultural and intellectual development of personality, excluding separate men and women that try to give themselves the set of skills and deep knowledge at the expense of the entertainments that rob the life times.

In these objective conditions of postindustrial revolution the society cannot rely on the consciousness and well-beings of the considerable majority of the society. Therefore, we lag behind from the needs of the harmonious development of advanced countries. The disharmony in the backward countries and lack of necessary source of livelihood leads to the sharpest conflicts inside the same society. The important cause of this confrontation we reveal in the lack of demanded social experience of the members of low classes, especially of working class. The backwardness of the socialization of personality we also can see in the advanced countries of “Golden Billion”. We ought to admit the possibility of the strong influence on these personalities and low classes from the leaders of the countries with the regimes of collective responsibility and personal irresponsibility. The accelerated evolution of the means of transport and communication allows these leaders of too alien cultures and civilization get the impact on the population of the advanced countries.

What can and must do the advanced countries in these conditions and circumstances? The West should move to the counteroffensive on the backward world up to the recolonization of the former colonies. We have to consider the bitter historical experience of Israel.

    I found the article really interesting. The author suggests quite an unusual approach to the backward countries (such as post-communist and Muslim societies) addressing one of their most essential problems – the regime of collective responsibility. Really, I could not agree more that it is almost impossible to impartially identify and measure an individual accountability, responsibility, or liability under such a regime. S. Ovcharenko is absolutely right emphasizing an apparent fact that “persons with the predominantly symbolic perception of the external world cannot adequately comprehend the real world they live in”. Moreover, we have to admit the lack of truly well-educated people, whatever the country. Ignorance has always been a real threat to development and progress, and the XXI c. is not an exception.. Rather, “its great technological discoveries again has disclosed the dangerous hidden problems” of the human nature wild side. This is why I’m with the author who underlines that “under the objective conditions of postindustrial revolution, society cannot rely on the consciousness and well-beings of its considerable majority”. Still, I disagree with the author as to the idea of ‘recolonization’ of those backward countries. In no way can recolonization be justified, whatever the circumstances…unless, of course, the backward countries willingly claim they are happy to be colonized.

      I support your doubt as for existing international organization. But just good will of advanced countries constitutes “international law” – due to their technological dominance, i.e. due to their cultural advantage. Thus, justifying is only approving by these countries. UN seems like League of Nations. So let’s look forward. Voice of tiranyies may not be equal to voice of democracies and it will not. Future “UN” is to be meritocratic. As far, as we consider conception of human rights is main universal worth, regimes, which deny this, are sharply dangerous for humanity. Thus, they are to be externally managed in order to promote transition to democracy through cultural and institutional metamorphoses. I’d like to know, does anybody mean other safe way of international harmonization exist?

    Let me join to mrs.Kovyazina opinion as about importance of
    St.Ovcharenko emphasise on different types of responsibility in
    advanced and marginal countries.

    I think, it is the time to refill political language with tough true
    words, instead of “correctness” of “real politics” style. Free words will free
    ideas. Author, St.Ovcharenko, breaks taboo to find the exit from
    nowadays hyper tense state inside the Western countries and therefore
    to make them more steady.

    Swedish example. Eight million Sweden prove that not only 5% of persons could have own
    opinion, but about all the people could be thinking and creative.
    School education innovations plus spirit of intellectual challenge
    plus spirit of solidarity make magical achievements.

    West is to take its new challenge and to win as 2000, 1500, 800, 70
    and 30 years ago.
